In a high-level meeting, top government officials assess the farmers’ struggles and the social violence surrounding them, hoping to craft a peaceful, lasting solution. Yet their plans are quickly threatened by terrorist infiltrations, forcing the state to act before unrest spreads.
Anandharaman IPS of the IB forms a dedicated task force to counter the imminent threat. Gopi Krishnan, the Deputy Director of IB, leads the anti-terror operation in the south zone and is joined by Anwar Hussain, an SSP who will head the interrogations and field actions. Nandini, an aviator, is Gopi’s wife, and the two are sad that they do not have a child.
IB receives intelligence from R&AW, the foreign intelligence agency, that a terrorist code named Malik (real name Abul Hassan) has infiltrated the country via the sea border and has already killed a man. A peculiar taqiyah found at the crime scene leads them to Sheikh Muhammad, who in turn points to Balan, a man who deals in ship breaking. During severe interrogation, Balan reveals that Dr. Nayeem of Metro Hospitals is their handler, and he is in contact with the terror command. When the team proceeds to arrest Nayeem, he commits suicide, and it is revealed that he had worked for the terrorist gang under the code name RJ-1. Nayeem’s mobile phone leads them to Malik. The IB command center intercepts a call between Malik and his terrorist leader and uncovers their plan to communicate via migratory birds. Following this breakthrough, Gopi, Anwar, and the team close in on Malik.
A series of severe interrogations do not break Malik, and attempts to break him emotionally through drug treatment also fail. Gopi finds a video of Malik with his little daughter Kurshid. Using this, they modify the plan so that Malik believes he has been in a coma for 20 years. Since the IB agent who would play Kurshid was killed during another mission, Gopi decides to send Nandini, who is pregnant, to play Kurshid and trigger Malik’s emotional response. But Malik detects the trap, kills Nandini, and escapes, leaving Gopi furious.
Determined to stop Malik, Gopi and Anwar press the pursuit. They track Malik down and prevent him from carrying out his final plans, and in a climactic encounter, Gopi ends Malik’s threat.
