Top Cat arrives in New York City with his crew and quickly senses that the bustling metropolis runs on sharper schemes than alleyway hustle. When a shrill violin note cuts through the noise, a quarrel breaks out with a street musician, and Top Cat steps in, defending the musician’s right to earn a living while turning the moment into a clever plan. The musician, Benny the Ball, is eager to make quick money to buy dough, and Top Cat sees an opportunity to profit by letting Benny market his violin skills—however imperfect they may be. The two hatch a rough-and-tumble plan: Benny will play, and TC will guide him toward a bigger score, with TC hoping to control most of the profits. Benny agrees, and together they set out to test their luck on the city’s busy streets, all while keeping their schemes under the radar of the law and rival troublemakers.

On their way to Mrs. B’s place for a meal, they cross paths with two orphans who have just stolen cakes from a bakery. An encounter with a streetwise officer, later identified as Officer Dibble, unfolds as TC claims the pair were in his company all day, earning the officer’s trust and sparing the orphans from immediate trouble. The orphans reveal a darker threat: a menacing figure named Bad Dog who has a plan to burn down the orphanage if the boys don’t bring in enough money. TC vows to confront Bad Dog, but the confrontation ends quickly as Bad Dog demonstrates the danger of crossing him, leaving TC and Benny in a more precarious position than before.

That night, the duo arrives at Mrs. B’s, expecting a warm meal, only to be served a bland, unappealing stew. Benny enjoys the food more than TC, who uses the moment to reassess their partnership: if they want to succeed together, TC decides, they must stay cool and avoid getting bogged down by bad-sounding food or worse players.

In a bid to solidify their own position, TC devises a plan to rob Bad Dog’s operation by swapping the valuable bags he has, pushing the robbers to trust him while Benny becomes the key to keeping the loot. The night leads them to the Starlight Club, where an unexpected twist lands TC and Benny in Mr. Big’s office, pressing them to reveal the location of diamonds Mr. Big believes are hidden away. TC offers to show him where the diamonds are, and Mr. Big orders Bad Dog to shadow them. The plan collapses when Benny forgets the actual diamonds, and TC cleverly tricks Bad Dog to gain their escape, though the risk continues to escalate.

Soon afterward, a wave of “Wanted” posters hits the streets as Mr. Big’s goons flood the town with fear. To keep an eye on TC and Benny, Dibble suggests Granny Dibble take charge of their whereabouts. They travel to a distant train station and are introduced to Granny Dibble, who is far tougher and more exacting than TC and Benny anticipated. She forces them into chores and crackers, and TC finds himself knocked out during a moment when three circus cats—Choo-Choo, Fancy-Fancy and Brain—battle a fired-up lion, joining the trio in a chaotic, comically perilous day. TC’s attempts to help them become a shortcut to doing more of his own work, and the plan quickly spirals into a series of demanding tasks rather than a straightforward rescue.

As the circus cats struggle, a new danger surfaces: a gangster spots TC and Benny and reports them back to Bad Dog. They reunite to confront the threat, and Granny Dibble—though stern—manages to intervene and save them from a violent clash. The pair make their way back to New York, but not before a petty argument arises when TC complains about Benny spending money on a chocolate bar, exposing strains within their partnership. Benny sulks and returns home in disappointment.

The plot thickens when Benny learns that his mother has sold the diamonds to Mr. Big’s club, the Starlight Club, forcing him to mount a daring mission to retrieve the diamonds. In a parallel thread, TC goes to Officer Dibble’s home to discuss Benny’s departure and the possibility of locating him. Benny infiltrates the club, disguising himself as a singer, but his cover is blown and he is chased through the venue. As the chase escalates into a mob scene, TC and Dibble rush to his aid but are overwhelmed by the crowd. Benny is captured by Mr. Big’s goons, and Dibble arranges for TC to be sent away to Florida to escape danger.

But the journey back to safety is short-lived. On the flight, TC realizes that what truly matters are friendships and loyalty, not just schemes. He returns to New York, where he is joined by Choo-Choo, Brain and Fancy-Fancy, who pledge their help in rescuing Benny. A new ally, Spook—the pizza cat who has lost his beloved Eleanor the Motorcycle to Mr. Big—joins the team, and the five hatch a plan to storm the Starlight Club and free Benny.

A tense showdown unfolds as Mr. Big’s goons trigger a distraction with a pizza-box trap that records TC’s voice, forcing TC to improvise a disguise as a shrewd businessman to rally the crowd against Mr. Big. The villain clings to a treetop escape, but TC and Benny sever the chain that enables him to flee, foiling his plan and forcing him to fall. In the aftermath, TC publicly reconciles with Benny and reunites the gang at Hoagy’s Alley, where the city’s residents and Dibble work together to hand Mr. Big over to justice.
