During a casual lunch with Benny, Top Cat spots a stylish female cat strolling by and dashes after her, only to be briefly blocked by Griswald before he meets the cat who introduces herself as Trixie. She isn’t easily impressed, but the moment hints at an adventure worth pursuing.

Nearby word of the Maharajah of Peekajoo travels through the alleyways, a figure famed for generosity and the precious rubies that would help Top Cat charm the mysterious Trixie. The gang makes their way to Connity Hall to meet the Maharajah, where they collide with an obnoxious man named Lou Strickland. In a quick bit of mischief, the gang swipes Strickland’s tickets and sends him packing, leaving Top Cat with a chance to bargain for something more than rubies.

Inside the hall, while the Maharajah’s escort Officer Dibble keeps watch, Top Cat seizes a bet that yields him the Maharajah Talk 5000—a versatile device that can perform many functions, since the Maharajah himself has no rubies to spare. With that strange gadget in hand, the gang leaves for home and the city’s pulse continues to beat with renewed energy.

The following morning, the city’s new order takes shape as Strickland replaces the police staff with robots, assuming they’ll be more efficient. He is determined to win Mayor funding for a robot police army, and Top Cat is quick to thwart him, stymieing Strickland’s bid to seize control of the city’s security apparatus. As the tension grows, Strickland enlists Trixie to keep Top Cat away from the alley while he executes his revenge.

Top Cat returns to the alley only to find his gang turning cold, shunning him and leaving him to face arrest for a crime as unfair as it is damaging: theft from an orphanage. The quick conviction, aided by a brief trial, sends him to the Dog Jail, a place where the city’s mood shifts as quickly as its weather. With Top Cat under lock, Strickland gains the Mayor’s funding and uses it to unleash a city-wide robot army and an intrusive surveillance network that chokes privacy and quietly alters life for everyone.

Meanwhile, Top Cat tries to lay low behind bars, but his presence begins to transform the dog jail into a surprising oasis for the inmates. The gang’s faith in him falters, a doubt that he detects from a distant security camera that tracks every move. Strickland’s regime grows more tyrannical, and Trixie steps away from her post, turning to Officer Dibble with evidence that a robot Top Cat built under Strickland’s orders robbed the orphanage—evidence that proves Top Cat’s innocence.

Dibble escapes the city’s watchful eyes to relay the truth to the gang, though Trixie is captured by the robots in Strickland’s service. Spurred by the revelation, the gang rallies with Big Gus’s help to break Top Cat out of prison, slipping through underground passages on a daring rescue. Once free, they storm Strickland’s HQ, disguising themselves as robots to slip inside and reach the control center, but the dogs quickly catch on to their ruse and seize their cover.

Strickland himself arrives and orders Top Cat to be wiped out by the city’s mechanical guardians. A lone robot advances, and Top Cat realizes the entire security grid was designed by the Maharajah of Peekajoo. With the Maharajah Talk 5000 in hand, Top Cat turns the tables on Strickland, forcing a power shift as the robots respond to his commands. In a panic, Strickland triggers the self-destruction of the army—only one robot, Fancy-Fancy in disguise, remains as the chaos unfolds.

With the threat quelled, the city’s balance returns: the inmates are freed, Strickland is captured by Dibble, and order is restored. In the aftermath, Top Cat and Trixie renew their bond, Officer Dibble is promoted to Chief, and the gang basks in a new rhythm of life. Griswald, eager to prove himself, asks to join the gang, and Top Cat accepts, closing the film and bringing the series to a satisfying finish.
