Charlie Heller, a highly skilled cryptographer working for the CIA, leads a seemingly quiet life in his shed, diligently working on classified projects. His wife, Sarah, Rachel Brosnahan, prepares to leave for a conference in London, sharing a heartfelt farewell before departing. Charlie’s close friendship with a field agent known as “The Bear” Jon Bernthal hints at their past collaborations, especially since Charlie once saved his life. Additionally, Charlie maintains secret communications with an anonymous contact called “Inquiline,” with whom he frequently guesses locations based on the messages received.

The story takes a dark turn when Charlie learns from classified files that high-ranking officials, including Director Frank Moore Holt McCallany and Deputy Caleb Horowitz [Danny Sapani], have authorized covert drone strikes in the Middle East, disguising these deadly operations as suicide bombings. These revelations set the stage for a deeper conspiracy that involves government corruption and unlawful military actions.

The narrative becomes personal and tragic when director O’Brien Julianne Nicholson informs Charlie that Sarah has been killed during a hostage crisis in London. Initially refusing to accept her death, Charlie watches surveillance footage that confirms her abduction by armed men. Soon after, her belongings and her lifeless body are returned to him, among which he finds a puzzle she intended to give him—a memento that deeply moves him as he mourns her loss.

Driven by grief and a desire for justice, Charlie demands that Moore and Caleb pursue Sarah’s killers. However, they dismiss his pleas, asserting that his approach is futile. Undeterred, Charlie uncovers the identities of the terrorists responsible—Mishka Blazhic, Ellish, Gretchen Frank, and Horst Schiller—with Schiller being the one who actually pulled the trigger. In a heartbreaking twist, surveillance footage reveals that Sarah sacrificed herself to protect another woman, which ignites Charlie’s resolve to seek vengeance. He requests combat training to become an active field agent, threatening to expose the government’s crimes if they refuse. With a dead man’s switch, Charlie can release incriminating documents if he fails to check in periodically, a risky move that compels him to act.

Charlie’s journey takes him to Camp Ready, where he trains under Colonel Laurence Fishburne. Despite struggles with physical combat, he demonstrates expertise in bomb-making. The camp’s staff, including Henderson, see that Charlie is not suited for killing, yet Charlie’s determination persists. Meanwhile, Moore and Caleb try to locate Charlie’s dead man’s switch, only to realize he’s bluffing. In response, they order Henderson to eliminate Charlie, but he escapes the camp before they can act.

Following the trail, Charlie tracks Gretchen Frank to Paris, where he sneaks into her apartment. He reveals himself, but she escapes before he can capture her. Disguised as a doctor, Charlie infiltrates her clinic and disables her by slipping pollen into her allergy treatments, forcing her to suffocate. When Gretchen begins to fight back, Charlie lets her go, but as she runs into the street expecting help, she is hit and killed by a car. Charlie retrieves her phone and flees the scene.

His pursuit continues in Marseille, where Henderson’s team locates him due to Gretchen’s phone. Charlie narrowly escapes an encounter in a nightclub, setting off an explosion in a bathroom to create a diversion and slip away. His next move leads him to Istanbul, where he meets Inquiline, revealed to be the widow of a murdered KGB officer, Catriona Balfe. Working together, they locate Mishka Blazhic at a Madrid hotel. Charlie cleverly uncovers that Blazhic uses the rooftop pool for secret meetings, and after setting up a device, he destroys the pool by shattering the glass, causing Blazhic to fall to his death.

While trying to escape, Charlie faces off against Henderson and an operative working for suspicious elements within the agency. During the confrontation, Henderson is shot by the operative but kills him in self-defense, risking his own life to protect Charlie. Meanwhile, Caleb’s team intensifies their efforts in Istanbul, prompting Charlie and Davies to flee. Tragically, Davies is fatally shot, leaving Charlie devastated as he manages to escape the pursuit.

The chase leads Charlie to Romania, where he tricks Ellish into revealing Schiller’s location—fleeing Europe on a boat in the Baltic Sea. Instead of deactivating a bomb Ellish activates, Charlie chooses to leave him to die, knowing it will distract the CIA. Using his hacking skills, Charlie manipulates facial recognition software to mislead the authorities remotely.

In Primorsk, Charlie reunites with Jon Bernthal, who offers to help him escape. Refusing assistance, Charlie continues his rogue pursuit alone. He finally confronts Schiller on his boat in a tense showdown. Schiller argues that his actions were necessary, claiming that while he didn’t intend to kill Sarah, they were cornered and forced to demonstrate their power. Charlie is handed a gun with the intention of killing Schiller, but instead, he keeps him talking long enough for the authorities to intervene. The agents storm the vessel and arrest Schiller and his associates after Charlie manages to send the boat into Finnish waters to ensure his escape.

In the aftermath, Julianne Nicholson publicly exposes the corruption behind the drone strikes, leading to the arrest of Moore and Caleb. O’Brien confirms that the whistleblower, Charlie, remains alive and is actively working with the government. The story closes with Charlie visiting Sarah’s grave and returning home to his shed. There, he restores a plane she gifted him, symbolizing his journey’s end and his ongoing connection to her memory.
