Two mismatched New York cops — a hot-tempered detective, Terry Hoitz, and a mild-mannered forensic accountant, Allen Gamble — team up after Hoitz accidentally shoots Derek Jeter at the World Series. Ridiculed by their peers who idolize the legendary duo Danson and Highsmith, the city’s best cops despite the collateral chaos they leave behind, the pair struggle to prove themselves while the department clings to those bigger-than-life myths.

When Danson and Highsmith die during a rooftop chase, their vacancy becomes the hot vacancy to fill. Allen’s attention, however, is hijacked by a mundane scaffolding permit violation involving a British billionaire, Sir David Ershon. Terry reluctantly tags along to arrest Ershon, only to be blindsided by a mercenary squad led by Roger Wesley who seemingly abducts their suspect. The case shifts from a routine misconduct inquiry to a high-stakes rescue operation.

Back at Allen’s house, Terry is taken aback by Allen’s wife, Sheila, a doctor, and by Allen’s past as a man who keeps a dark, alternate persona named Gator. The pair visit Allen’s ex-girlfriend, Christinith, to hear a voice message Allen’s phone captured during Ershon’s supposed kidnapping. In the message, Ershon lays out a plan to cover losses for a client, Lendl Global, with the help of Wesley, who has been hired to ensure the money is returned. The stakes rise quickly as the investigation expands beyond a single permit issue to a web of embezzlement and corporate manipulation.

Their trail leads them to a small suburban accounting office, where a bomb nearly finishes them off. The danger amplifies as Allen admits his long-hidden secret: his “Gator” alter ego once ran a prostitution ring in college and now resurfaces in moments of extreme stress. Sheila’s reaction is firm, and she ends up pushing him away, while Captain Gene Mauch orders Allen and Terry to hand over their findings to Ershon’s attorney, Don Beaman, who also has ties to the Securities and Exchange Commission. The pressure from above grows, and Allen briefly reverts to his Gator persona before Terry’s ex-proposal to reconnect with Francine gives him something closer to stability.

A series of setback and revelations follows: Beaman’s apparent suicide sends the partners spiraling apart, with Mauch reassigning them to traffic duty and beat patrol. Undeterred, Allen continues the pursuit and uncovers that Danson and Highsmith died while responding to a jewel heist that Wesley staged as a diversion to break into another accounting firm connected to Ershon. With renewed resolve, Allen convinces Terry to rejoin him, and they confront the case directly, even surfacing at a Bed Bath & Beyond to brief Mauch on their evolving hypothesis. Mauch acknowledges the political cover Ershon enjoys but ultimately sanctions their pursuit.

The pair crash an investment meeting to seize Ershon, only to learn that he has embezzled a staggering sum from the NYPD pension fund — thirty-two billion dollars. Wesley, along with a cadre of armed investors, opens fire, but the duo escapes with Ershon. He confesses that the money is already in his account, scheduled to transfer to Lendl Global the next morning. In a moment of reconciliation, Allen confirms his commitment to Sheila, and Terry to Francine, resolving their personal tensions just as the case ramps toward its climax.

Evading mercenaries and fellow officers who suspect they’ve gone rogue, Terry and Allen escort Ershon to the bank to halt the transfer. Mauch arrives with backup, leading to the arrest of Ershon and Wesley for embezzlement and murder. Ershon’s arrest triggers a stock-market crash and a federal bailout of Lendl Global, flipping the financial landscape and elevating the undercover victory into a national spectacle. In the wake of the chaos, Terry marries Francine, and Allen welcomes Sheila back into his life. The end credits contrast the vast gains enjoyed by corporations and executives during bailouts with the more modest rewards earned by NYPD officers, underscoring a persistent social disparity.
