Black Kazunari Ninomiya and White Yu Aoi are two orphans who rule the streets of Takaramachi, a once-prosperous city now reduced to a violent slum controlled by warring gangs. Black is a relentless street fighter who treats the area as his own domain, while White carries a childlike innocence and often retreats into fantasy. Despite their stark differences, they form an inseparable bond, calling themselves “the Cats.”

Their world shifts when Black assaults three yakuza enforcers working for Snake Masahiro Motoki, a corporate magnate determined to bulldoze Takaramachi to make way for a gleaming theme park. After several failed assassination attempts, Snake deploys three enhanced killers—Dragon, Butterfly, and Tiger—to wipe them out. White defends herself and kills Dragon in self-defense, but Butterfly leaves her badly wounded. The authorities take White into protective custody, leaving Black alone and increasingly consumed by violent impulses.

In a parallel thread, Kimura Yûsuke Iseya—an ordinary man pulled into the yakuza war—must murder his mentor Suzuki Min Tanaka on Snake’s orders. He rebels and kills Snake, then tries to flee with his pregnant wife, only to be cut down before he can reach safety.

Without White, Black spirals into madness, forging a brutal alter ego he dubs the “minotaur.” When White returns, she finds Black raving at a fair, clutching a doll he believes to be his friend. After the doll is destroyed in another attack, Black nearly succumbs to the minotaur but summons the strength to overcome it and reunites with White. The story closes with them playing together on a sunlit beach, their bond restored and their solace found in each other.
