On the way to the Policemen’s Ball, he and his father, Vincent, are interrupted by an urgent call about a serial killer dubbed the Polish Hill Strangler who has been sighted in downtown Pittsburgh. Believing the killer to be among the ranks of law enforcement, Thomas embarks on a quest for justice alongside his father. Tragically, their pursuit culminates in an accident that leaves Vincent gravely injured, while the Strangler remains elusive. Following this harrowing event, Douglas Kesser is arrested in connection to the murders, yet Thomas’ instincts tell him otherwise.
Fast forward two years, and Thomas finds himself demoted to the River Rescue Squad, his promising career now reduced to shambles. Struggling to cope with the loss of his father while battling his personal demons, he is shaken when a body dump leads him to discover the victim is an ex-girlfriend. With the resurgence of the Strangler’s grisly methods, Thomas delves deeper into uncovering the truth, finding a steadfast ally in his new partner, Jo Christman, who, despite her calm demeanor, carries an empathetic understanding of his burdens.
