In a tense drama centered on fame, power, and competing loyalties, Om Prakash Aggarwal, a diligent Motor Vehicle Inspector in Bhopal, finds himself drawn into a clash with a visiting film star, Vijay Kumar. Vijay is planning a big move to the United States with his wife Naina, to be with their surrogate’s delivery, a plan that would delay the production of his upcoming film, Falak Tak, which is already facing budget overruns. The film’s climactic final shoot is set on a leased piece of Indian Navy land, but a critical hurdle emerges: Vijay’s driving licence is missing just as clearance tests are required to wrap production. A bureaucratic stumble during a transfer between RTO offices prevents a duplicate licence from being issued quickly, and the producer’s frustration grows as time runs short.

A politician with influence steps in, and Om agrees to arrange a licence illicitly in exchange for a face-to-face meeting with Vijay as a kind of proof in case questions arise later. Vijay agrees to the arranged encounter, hoping the candid, in-person meeting will draw less attention than a formal test. Meanwhile, Vijay’s professional rival, Suraj Diwan, schemes to edge him out using dark, occult means, adding a shadow of danger to Vijay’s already fragile situation. The plan is risky: Vijay knows an unadvertised visit could expose him, but he hopes a discreet arrangement will keep things low-profile. As the plan unfolds, a media frenzy erupts when a local corporator, Vimla Tiwari, spreads a false report that Vijay has been driving without a licence. The surrounding reporters and fans amplify the noise, and Vijay’s temper boils over as he confronts Om about the leak, publicly questioning the inspector’s motives.

The scandal goes further when Suraj’s supporters stage a violent attack on Om, including a hit-and-run and a stone-throwing assault on Om’s home, injuring his son. Om becomes convinced that Vijay’s associates are behind the trouble, a suspicion that inflames the conflict and deepens the rift between the star and the inspector. In the meantime, Vijay agrees to cancel his US trip as demanded by the producer, and a tense sequence unfolds as Om and his wife Minty press police for answers. Vijay, in a moment of desperation, dials Om and issues a threat, reinforcing Om’s belief that he has a powerful, dangerous rival to contend with. Yet the investigation does not pin Vijay with charges, since the evidence remains inconclusive, and the public dispute escalates into a public spectacle—Satyagraha-style demonstrations outside Vijay’s residence draw media attention and crowds of supporters.

Vijay steps forward with a bold plan to test his driving knowledge under Om’s watchful eye, aiming to prove his competence in a way that would placate the mounting scrutiny. The offer becomes a televised, open-to-the-media session designed to validate his skills, but Om flips the format into a more challenging direct question-and-answer evaluation. Vijay endures a series of tough, unusual questions, and despite the pressure, he passes the learner’s test. A glimmer of relief appears when a fellow actress connected to Suraj’s faction records Suraj’s confession, seeking to share it with Vijay and expose the rival’s manipulations.

The tension among Vijay, Om, and their circles spills into personal realms as Om’s son faces bullying from Vijay’s aggressive fan base at school. In response, Om restricts his son’s schooling until he believes Vijay has failed, while Naina faces a critical surgery that requires urgent attention. A flight is arranged to reach her as soon as the test concludes, intensifying the stakes. On the practical driving test day, Vijay completes the so-called “H test” smoothly, but Om finds petty mistakes and fails him, though a higher-ranking supervisor overrules this judgment and passes him. The delay is brutal: the noon deadline for a follow-up road test is postponed by two days, and that postponement coincides with Naina’s surgery. Faced with the looming crisis, Vijay publicly declares he will forfeit driving forever if the disruption continues, even threatening to retire from both acting and driving to protect the lives on the line. The surge of anger among the fans turns into a dangerous, mob-like rally that momentarily endangers Om, but Vijay himself steps in to rescue him and escapes amid the chaos.

As the dust settles, the misunderstandings begin to clear. Om reveals that Vijay’s missing licence had at one point been in a gift box that was discarded earlier in the RTO office, a crucial twist that reframes much of what happened. With tensions easing, Vijay brings Om and his family to his home, where he openly chastises Suraj and Vimla for exploiting the situation. A couple of days later, just before Vijay’s departure for the airport, he speaks to the press about their reconciliation, announcing that he has finally received his driving licence. In a final, decisive moment, Vijay climbs into his car and heads to the airport, signaling a cautious but hopeful resolution to a crisis born of ambition, pride, and a willingness to stand up for what is right.
