At the Bodega Bay Inn in Bodega Bay, California, rogue agent Maclain, Kate Orsini, reads André Toulon’s diary, hoping to unlock the secret to the formula, but the diary bursts into flames. She descends to the basement and confronts a man, Eric Weiss, who is talking to the last Toulon puppets—Blade, Pinhead, Jester, Tunneler and Six-Shooter—as if guarding a long-buried truth. Weiss explains that he knew Toulon before he died and swore he wouldn’t pass the secret to anyone else. When Maclain presses him with a gun, Weiss produces a tape recorder and plays a recording Toulon left him, detailing how Toulon first came to possess the magic.

Cut back to present day, Weiss reveals that his real name is Peter Hertz, the boy saved by Toulon from the Nazis. The revelation lands with a heavy silence as the past bleeds into the present, and Weiss’s eerie calm underscores the weight of Toulon’s forbidden knowledge. After this conversation, a furious Maclain cripples Weiss, certain that he knows more about Toulon’s bloody legacy—such as Toulon’s suicide—than she does. Yet the argument shifts to the murders that have haunted the Puppet Master history, including those tied to parapsychologists, and Maclain presses on with her line of questioning.

Weiss insists that the puppets fought a war larger than anything they had ever imagined, and another recording is pressed into the room, telling of Sutek’s attempt to steal the elixir formula in order to kill the Puppet Master once and for all. After this chilling disclosure, Maclain confesses that she already knew more about Rick Myers than she had let on; before arriving at the hotel, she had gone to collect Toulon’s diary, and Myers refused to cooperate, so she killed him and took the diary for herself. A final recording arrives, describing how there will always be someone who discovers Toulon’s secret long after his supposed death—someone who may misinterpret whether the gift or the curse is the true essence of the formula that powers the puppets.

In a climactic turn, Pinhead incapacitates Maclain, and Eric Weiss fatally shoots her with her own gun. Minutes from death, Maclain insists that her aim is not revenge but understanding—she wants to know what truly causes the puppets to die, once and for all. The truth, she claims, is that Toulon and his successors created immortals—souls trapped inside wooden bodies who endure daily torment and yearn for vengeance against their Master, a title now claimed by Weiss. Maclain’s death seals the question in the room, and Weiss, hearing a disturbance, moves to confront the chained immortals off-screen. In the final moment, he turns the gun on them and fires, ending a century of secret wars tied to Toulon’s legacy.

The film closes with the note that “The producers would like to thank all the cast and crew who have helped make the Puppet Master series a tremendous success over the years.”
