In 1930 Rotterdam, Pietje Bell is a spirited ten-year-old whose pranks light up his friends’ days while testing the patience of the grown-ups around him. After a string of incidents lands him on the front pages of a major city newspaper, Pietje bristles at the exaggerated reports from journalist Paul Velinga and the paper’s powerful publisher, Stark. Driven to set the record straight and to “do good” in his own way, Pietje forms a secret club with his friends Sproet, Kees, Engeltje, Peentje, and Jaap, calling themselves De Zwarte Hand.

Their lighthearted escapades pull them into a tangle with their strict neighbor and schoolmaster, Jozef Geelman, and with Geelman’s pharmacist father, Drogist Geelman. At home, Pietje’s dynamic with his older sister, Martha Bell, who also teaches at his school, grows tense as misunderstandings flare and loyalties are tested. As the youngsters push boundaries, they stumble upon a den of thieves, and the authorities briefly suspect Pietje of criminal wrongdoing. In the midst of the accusations, Pietje becomes determined to shield Sproet from the danger posed by his violent, unemployed father, Jan Lampe, which in turn deepens De Zwarte Hand’s commitment to revealing real criminals and aiding families in their neighborhood.

The city is swept up in commotion and a festive mood as a Sinterklaas celebration unfolds, a backdrop against which the truth behind the thefts begins to surface. Paul Velinga revises his reporting in light of new facts, Pietje’s name is cleared, and the community comes to see that the Black Hand’s stunts were ultimately aimed at righting small injustices.
