Based on Cynthia Payne’s real life, the film follows down‑on‑her‑luck waitress Christine Painter, who, with prostitute Shirley and a cross‑dressing wing commander, turns her suburban home into a brothel for older men. Clients soon include judges, generals and MPs; after a police raid, the trial is overseen by a judge familiar with her work.

Christine Painter is a sexually naive waitress and single mother who tries to cover her teenage son David Painter’s tuition by renting London flats to call girls. When a landlord confronts her for illegal subletting and falling behind on rent, she offers him a sexual favor in lieu of payment. After one tenant, Rose, refuses to pay, she realizes she can do sex work herself in the flat Rose vacates.
She pleads guilty in court to soliciting, and soon hatches a plan with fellow sex worker Shirley to provide strictly kinky services—bondage and fetish roleplay—to an upscale clientele. They rent a suburban house, where they are joined by their ‘maid’ Dolly.
Christine Painter attends her sister’s wedding, where Dolly is accidentally exposed as a transvestite to the groom’s mother. Christine’s father and sister angrily denounce her for spoiling the wedding. Her father later visits the brothel for sex and reconciles with his daughter. The brothel enjoys brisk business, but soon attracts the notice of the police, who raid the house on Christmas Eve.
When she appears in court to be arraigned, she is relieved to realize the judge is one of her main clients; she then imagines the courtroom filled with all of her clients as judges.
