As the subways and suburbs vanish to make way for new human-made islands, a troubling pattern emerges: several Labors, created by Shinohara Heavy Industries, suddenly awaken and spiral into unpredictable, dangerous activity—even when unpiloted. The Tokyo Metropolitan Police Department’s SV2 unit is called in to neutralize the threat, with Division II taking the field while Division I trains elsewhere.
The mission teams up a few key players. Captain Gotoh leads the charge, alongside Sgt. Asuma Shinohara Toshio Furukawa (voice) and mechanic Shigeo Shiba Shigeru Chiba (voice). They work with Detective Matsui Tomomichi Nishimura (voice) to unravel the mystery behind the erratic Labors and the bigger scheme at play. Their early findings point to a shared vulnerability: all the malfunctioning units are equipped with a new Hyper Operating System, or HOS, a chilling piece of software that promises enhanced performance but carries a dangerous flaw.

Low-frequency resonance, amplified by the Ark’s immense steel frame and wind-lashed high-rises, pushes these machines toward rampage. A typhoon is forecast to sweep Tokyo within days, making the stakes even higher. The team learns that the HOS was tied to a programmer named Eiichi Hoba, whose fixation with the Babylon Project—an allusion to Biblical arcs—contributed to a self-replicating virus buried in the code. The computer models warn that a powerful windstorm could synchronize the Labors’ resonance across the city, turning them into a citywide threat just as the weather worsens.
Amid the escalating danger, Gotoh secures clearance to strike the Ark itself, a move that is controversial but deemed necessary. Kanuka Clancy Yō Inoue returns from the United States to assist in the raid, bringing experience and urgency to the operation.
