A coastal seafood restaurant in a Korean fishing village becomes the unlikely stage for a determined mackerel from the open ocean, who finds herself confined in a glass tank among a chorus of other captive fish. From the first night, she bears witness to the brutal truth of life on display, when another mackerel is taken from the tank and prepared as food. This moment awakens a fierce instinct to survive that will soon set the tone for everything that follows. In the tank, she shares space with a crowd of farm fish, including the striped beakfish named Sea Bream who keeps to himself, a sleepy sea bass known as Sea Bass who drifts through the days, a saltwater eel named Jooldom who moves with a sly calm, and the spirited young greenling called Spotty, who slides through currents with a restless energy. The group is ruled by an old flatfish who calls himself The Master, a creature who hides beneath a grate and guides the others to pretend to be dead whenever humans approach, a scheme that helps them skimp on danger and stretch their meager meals.

The crowd’s dynamic is shaped not only by fear and hunger but by the Master’s nightly riddles, which he frames as stories of the ocean told by a mate who was eaten long ago. These riddles become a lazy, creeping education about the world outside the tank, even as they reinforce the Master’s grip on the others. The mackerel’s presence earns her the nickname Padak, a name the tank assigns to her by their shared, stubborn hunger. The group tolerates her at first, but curiosity and defiance begin to poke through the surface as Padak quietly tests the limits of the Master’s authority.

A sudden, heated clash between Padak and The Master escalates the tension in the tank. Jooldom grants Padak permission to deliver the night’s riddle, a chance for the group to think beyond their current boundaries and consider escape. Bar, the sleepy bass, suggests a bold plan: the king crabs in the tank below might break the glass if they can be persuaded to do so, a task that would require Padak’s ability to speak their language. This night’s meeting ends badly, with Padak subjected to a beating from the others after she challenges the Master’s control, a stark reminder of how fragile trust can be inside the tank.

The following day brings a renewed, dangerous hope. As the restaurant’s tanks are cleaned, Padak and Spotty attempt another escape, but the plan falters as human activity interferes. That night, Padak, driven by hunger and a stubborn pride against the Master, resists joining in the cannibalism of a dying halibut who scoffs at the Master’s cowardice. In a dramatic leap, Padak dives into the king crab tank, only narrowly escaping death when a young boy mischievously plucks her from the tank and places her in the restaurant’s aquarium. There, the starved Padak devours nearly all of the clownfish in the aquarium, only to injure herself on a knight-shaped decoration’s sword and fall unconscious.

Spotty’s own attempt to bridge communication with the king crabs ends in tragedy when his efforts result in his death, his body later being placed in the farm fish’s tank. The Master steps in to defend Spotty’s corpse from Jooldom, and Padak is returned to the main tank. A surge of anger erupts as Padak confronts the Master upon seeing him near Spotty’s mutilated body, believing him to be the culprit behind the young fish’s death. Their confrontation is interrupted when the Master is suddenly scooped up by the restaurant’s chef and laid on the counter, where he becomes aware of the broader happenings inside the dining room. The chef’s attention shifts to other dishes, and the Master narrowly escapes being seized again when a customer changes his order to mackerel, sparing him for the moment.

Back in the tank, the Master is returned to the flooded space while Padak finds a moment of reconciliation as she apologizes for her earlier misjudgments and urges him to move forward. In a cruel twist of fate, Padak is eventually seized and prepared ikizukuri-style, the live fish ritual that seals many fates in this microcosm of hunger and fear. The very next morning, the Master experiences a new surge of resolve. With the help of a sword fragment lodged in Padak during the aquarium episode, he makes a daring leap from the tank to freedom. The fragment acts as a symbolic key, abrading the path to the outside world, and the Master’s final push carries him past the chef’s grasp into the open sea. The other fishes watch from the tank as he disappears into the blue, a small chorus of fading colors witnessing a larger exodus.

After the credits, the Master is shown arriving at a sprawling coral reef, a vibrant sanctuary filled with marine life, suggesting a broader oceanic world awaiting him beyond the confines of the restaurant’s glass.
