Velu, the son of an anti-government union leader, is seized by the police who aim to uncover his father’s whereabouts. The officers stage a ruse, pretending to be well-wishers, and release him. When Velu finally reunites with his father, the police murder him, a betrayal that hardens Velu’s resolve. Enraged, he stabs the police inspector and flees to Bombay, where he is taken in by Hussain, a compassionate smuggler thriving in the Dharavi slums. After Hussain falls ill, Velu steps into his operations, handling the smuggling themselves.

The tide shifts when Velu demands a larger share, drawing the ire of the other smugglers. They enlist a corrupt inspector, Kelkar, to arrest Hussain and have him killed in jail. The case is swift and cruelly ruled a suicide, and Velu—furious at the miscarriage of justice—takes matters into his own hands by murdering Kelkar. He then looks after Kelkar’s family, including his wife and Ajit, a mentally challenged son, who knows the truth about his father’s actions.

Velu crosses paths with Neela, a schoolgirl pushed into prostitution who still clings to a dream of education. Her courage and innocence touch Velu, and he eventually marries her. The couple has two children, Surya and Charumathi. As Velu’s grip on Dharavi tightens, he earns the respect and fear of the local masses, who begin to call him Velu Naicker. The Reddy brothers, rival smugglers, lose a bet to Velu in a smuggling venture, and the king of the harbour position seems secure—yet vengeance looms. An order to wipe out Velu and his family leads to Neela’s death, a tragedy that spurs Velu to avenge her.

To protect his children, Velu sends Surya and Charumathi to Madras. Time passes, and Velu’s power grows even stronger in Bombay. Surya, now an adult, initially hesitates to follow in his father’s footsteps but eventually does. He dies during a botched mission in a petrol station, a loss that devastates Charumathi, who blames Velu and withdraws from him. A new ACP named Patil arrives in Bombay with a mandate to dismantle the gangster network, gathering evidence with relentless resolve. Velu discovers that Charumathi is Patil’s wife, and Patil learns that Charumathi is Velu’s daughter, sowing tension and suspicion.

Velu goes on the run as his allies fall under pressure. Eventually, he chooses to surrender to spare his companions from torture, arranging his surrender through Charumathi. Patil, faced with a lack of solid public testimony and hard evidence, is unable to convict him. Kelkar’s widow, along with Ajit—now grown—confronts the truth about her husband’s death, but she refuses to testify. In court, Velu is exonerated, a moment of triumph tempered by sorrow as Velu is reunited with his young grandson, Shaktivel. He steps out to celebratory cheers, only to be shot by Ajit in a final, devastating act of vengeance; Velu collapses at the courthouse, and Ajit is arrested.
