The narrative begins with the powerful baritone of Fundi Romaine, who shares a thought-provoking proverb warning about the possible decline of the American empire, similar to ancient Rome if its leaders ignore the wisdom of the past. In the vivid city of New Rome, architect Cesar Catilina is teetering on the brink of a skyscraper, showcasing his extraordinary talent to halt time just before a fall.

Meanwhile, Julia Cicero, the daughter of Mayor Franklyn Cicero, enjoys the high society of the city’s elite alongside her cousins, Clodio Pulcher and Clodia Pulcher. Clodio harbors a troubling obsession with Julia, his interactions filled with an unsettling air. Upon discovering sensational news reports about his daughter’s escapades, Mayor Cicero’s displeasure is unmistakable.

In the heart of downtown, Cesar confidently utilizes his extensive resources to orchestrate the demolition of a building, once again freezing time. Julia, who watches this impressive feat from a luxurious limousine, appears unfazed by the temporal disruption. Cesar is recognized as the genius behind “Megalon,” an innovative building material for which he has received a Nobel Prize.

Encouraged by his devoted assistant Fundi, Cesar prepares for a critical conference with Mayor Cicero. Journalist Wow Platinum reports on the event, while Cesar’s affluent uncle, Hamilton Crassus III, who funds Cesar’s ambitious projects, is also present. Mayor Cicero’s loyal aide, Nush Berman, is by his side, adding to the political tension in the air.

Cesar puts on an extravagant show, declaring his plans to redesign New Rome using Megalon. The Mayor attempts to sway public opinion by evoking the memory of Cesar’s late wife, for whom his death was mired in controversy. The story then shifts to a lavish celebration at the Colosseum for Wow and Crassus’s wedding, featuring various high-profile guests, including Vesta Sweetwater, a sensational young pop star who attempts to auction off her virginity. With Constance Crassus and Teresa Cicero in attendance, the festivities kick off with exhilarating chariot races and fierce wrestling matches, culminating in the much-anticipated auction. Meanwhile, in the throes of escalating pressure, Cesar escapes backstage, losing himself in psychedelic drugs. The tension peaks when Clodio projects a compromising video of Vesta and Cesar, igniting a firestorm of outrage from the crowd, which leads to Cesar being swept into chaos.

Amidst it all, Julia urges Clodia to assist her in uncovering Vesta’s true identity, leading to shocking discoveries about Vesta’s actual age and the manipulation of the incriminating video, clearing Cesar of wrongdoing.
