In the vivid city of New Rome, architect Cesar Catilina is teetering on the brink of a skyscraper, showcasing his extraordinary talent to halt time just before a fall.

Meanwhile, Julia Cicero, the daughter of Mayor Franklyn Cicero, enjoys the high society of the city’s elite alongside her cousins, Clodio Pulcher and Clodia Pulcher. Clodio harbors a troubling obsession with Julia, his interactions filled with an unsettling air. Upon discovering sensational news reports about his daughter’s escapades, Mayor Cicero’s displeasure is unmistakable.

In the heart of downtown, Cesar confidently utilizes his extensive resources to orchestrate the demolition of a building, once again freezing time. Julia, who watches this impressive feat from a luxurious limousine, appears unfazed by the temporal disruption. Cesar is recognized as the genius behind “Megalon,” an innovative building material for which he has received a Nobel Prize.

Encouraged by his devoted assistant Fundi, Cesar prepares for a critical conference with Mayor Cicero. Journalist Wow Platinum reports on the event, while Cesar’s affluent uncle, Hamilton Crassus III, who funds Cesar’s ambitious projects, is also present. Mayor Cicero’s loyal aide, Nush Berman, is by his side, adding to the political tension in the air.

Cesar puts on an extravagant show, declaring his plans to redesign New Rome using Megalon. The Mayor attempts to sway public opinion by evoking the memory of Cesar’s late wife, for whom his death was mired in controversy. After the event, Cesar retreats with Wow, deepening their secret romance, while Julia confronts him at his office, irate over a letter she had written accusing him of various misdeeds.

Their heated exchange reveals underlying tensions, but Julia ultimately agrees to see Cesar’s vision firsthand. He shows her a detailed model of his grand plans for New Rome crafted entirely from Megalon. Captivated by the vision, Julia joins Cesar’s cause, provoking her father’s fury.

With a growing curiosity regarding Cesar’s troubled past, Julia researches old newspapers and discovers unsettling details: her father, a district attorney, previously pursued Cesar after the suspicious death of his wife, said to be due to an insulin overdose found in the ocean’s depths. Amidst rising chaos, a young boy, manipulated by Clodio, attempts to assassinate Cesar. With Cesar’s financial resources frozen, he seeks help from Crassus but is met with indifference.
