In 1959, Yau Ma Tei’s policing world is jolted when a foreign detective retires, igniting a fierce contest for the top seat between Lee Rock Andy Lau and Ngan Tung Paul Chun Pui. Although Ngan ultimately takes the official title, Lee Rock is promoted to Chief Chinese Detective, a post that outranks Ngan in seniority. Once in office, Lee Rock launches a sweeping reform across every department, winning the backing of numerous businessmen and steadily gaining momentum. The city’s underworld and its legitimate power brokers begin to bend to his will, as his aura of efficiency and loyalty becomes a shield for new, controversial methods.

Ngan’s position tumbles as Lee Rock consolidates power, and the rival’s resentment festers into concrete threats. He recruits a henchman from mobster King Crab Michael Chan Wai-Man in a failed assassination bid against Lee Rock. Fearing exposure, Ngan orders Crab’s death, plunging the city into a shadow war where police loyalties are tested and the lines between crime and order blur. Undeterred, Lee Rock expands his influence beyond the force, investing in commercial real estate, entertainment ventures, and a wide range of enterprises, quietly turning public power into personal wealth. By the late 1960s, the new empire has grown into an astonishing fortune—estimated at HK$500 million—cementing him as the city’s most formidable power broker.

In 1972, a British officer, Sutcliffe, is appointed Commissioner of Police and soon uncovers widespread corruption, vowing to root it out. Two years later, ICAC is established, marking a turning point in Hong Kong’s fight against graft. Facing mounting threats to his livelihood, Lee Rock plans to move his vast assets to Canada, hoping to escape the tightening net with his wife Grace Pak Sharla Cheung Man and their daughter. He also contemplates making Rose Chingmy Yau Suk-Ching his second wife; during a family reunion, he learns she has given birth to his son, Bill Aaron Kwok. The revelation adds personal stakes to the political drama, as loyalties within families and within the police force collide.

A polygamy ban eventually passes in Hong Kong, pushing Rose to leave with Bill and settle in Australia rather than becoming the third party in Lee Rock’s life. Years pass, and Rose and the now-adult Bill return to Hong Kong to reconnect with Lee Rock. Bill, a member of ICAC, believes his father abandoned his mother and resolves to arrest him, setting up a tense confrontation between blood and duty.
