Danny O’Brien, played by Chuck Norris, is a Los Angeles cop who favors working alone and never waits for backup. He targets a chilling killer known as Simon Moon, also called The Terror, who murders women by snapping their necks and drags their bodies to his lair inside an abandoned amusement park. In their first confrontation, The Terror strikes hard and nearly takes O’Brien’s life; he falls from a ladder and is left unconscious. When backup arrives, the surrounding story paints O’Brien as the hero, and the press hails him as a savior while Simon Moon is hauled off to jail, seemingly ending the threat. Simon Moon, portrayed by Jack O’Halloran, becomes a taunting memory for the city.
Dr. Highwater, played by Billy Drago, visits the imprisoned killer, and the calm is broken when The Terror cuts through the bars and escapes. The villain commandeers a laundry van by push-starting it, but loses control and crashes into a cliff-face. The media proclaims Simon dead once again, delivering a wave of public relief to a city eager to move on.
Three years pass, and a new wave of murders begins to surface. O’Brien, still wary, suspects that the terror may not have died after all. His investigation leads him to a theater, where he discovers The Terror’s lair hidden inside a cinema. Inside, an enclosed room not marked on the map holds countless bodies—victims of The Terror’s grisly method. The confrontation escalates as Simon Moon ambushes O’Brien; a fierce struggle ends with O’Brien delivering the fatal blow that finally takes The Terror off the streets.
In the aftermath, Danny O’Brien marries his girlfriend, and their family grows with the birth of their daughter Angela, described by the family as their little angel.
