A gripping story unfolds around a group of thieves led by Charlie, Justin Cornwell, who, along with Mia, Johnny, and Wes, execute a daring theft of washing machines that secretly contain a shipment of cocaine. Their escape across the city in a semi-trailer becomes a brutal and chaotic chase, pursued relentlessly by a team of narcotics detectives, including Vincent, Timothy Olyphant, Hayes, Jake, and Cortez. The pursuit leaves significant destruction and injuries, with Cortez himself severely wounded during the ordeal.

As the story progresses, Charlie and Mia deliver the stolen cocaine to Tsui, Jeremy Ang Jones, the local Triad boss. Mia’s past debts with Tsui force her into this dangerous transaction, having previously stolen Tsui’s car. At Tsui’s hideout, chaos erupts when masked assailants storm in, killing Tsui and his enforcers. The assault is linked to Ching, Sunny Pang, Tsui’s disgruntled lieutenant, who quickly flees. Johnny manages to warn Mia about the impending attack, highlighting the tense atmosphere of betrayal and violence.

Meanwhile, Patrick Walker, Tom Hardy, a detective estranged from his family and working for the powerful and politically ambitious Lawrence Beaumont, Forest Whitaker, is called to investigate the massacre. Walker is convinced that the murders, carried out with high-powered rifles, are connected to the ongoing criminal chaos. His investigation uncovers that Charlie is now a prime suspect, especially after being wounded and hospitalized, forcing Walker to decide whether to pursue him or follow Lawrence’s orders. Lawrence, running for mayor, is deeply interested in protecting his son and suppressing any connection to the criminal underworld.

Walker’s efforts lead him to delve into Tsui’s background, discovering the involvement of Ching and other Triad members, including Tsui’s mother, Yeo Yann Yann, who confronts Ching about her son’s fate. The situation escalates as Mother, the Triad matriarch, orchestrates the kidnapping of Lawrence to exert pressure. Walker, working with his rookie partner Ellie, Jessie Mei Li, and others, begins piecing together the complex web of betrayal, corruption, and violence.

Throughout his investigation, Walker uncovers that Vincent and his team are not just after Charlie for justice, but are secretly scheming to hijack the cocaine shipment for themselves, aligning with Ching’s ambitions. This betrayal is revealed during a violent shootout at a nightclub, where many key figures, including Raul, Johnny, Wes, and assorted Triad members, are killed in a fierce firefight. Only Walker, Mia, and a wounded Charlie escape the chaos.

Walker’s suspicions about Vincent’s motives are confirmed when he learns of Vincent’s collaboration with Ching to profit from the drug deal. In a tense showdown, Walker and Ellie infiltrate the hospital where Cortez is recovering. Ching arrives and murders Cortez and his wife, causing Ellie to take decisive action against him. With Charlie and Mia on his side, Walker seeks refuge at his father’s old cabin, preparing for a final confrontation.

At the cabin, a major assault ensues as Triad forces surround them. A brutal gunfight ensues, resulting in the deaths of many enemies, though Charlie and Mia are eventually captured. Walker, badly wounded, manages to kill Mother’s enforcer, Michelle Waterson, before Mother herself arrives with her guards. She forces Lawrence to play Russian roulette with Mia, escalating the tension to deadly heights.

Ellie, working from outside, manipulates the situation by capturing Vincent, Ching, and Jake, revealing the truth behind Tsui’s murder—Ching’s jealousy and betrayal. Ching’s loyalists eliminate Mother and her followers, while he wounds Vincent, who shoots him in turn and flees with the cocaine. Walker pursues Vincent in a tense chase, resulting in Vincent’s death after a fierce gunfight.

In the climax, Walker’s injuries and exhaustion almost cost him his life, but he manages to shoot Vincent dead amid the chaos. As police arrive, Ellie gives Charlie and Mia the chance to escape, defying orders and risking her job.
