Joon-seok has spent many years behind bars after a controversial claim of responsibility for ordering his friend Dong-soo’s murder, a charge he says he didn’t deserve. Seventeen years after the events of the first film, he is released into a world that feels as unfamiliar as the criminal organization he once led. The power dynamics have shifted in his absence, and the man who once stood at the helm now faces a landscape where control is exercised from a distance. In this new environment, his former subordinate, Eun-ki, has risen to the point of running things, leaving him to decide whether he can reclaim influence or if the old ways have vanished for good. Despite this, the instinctive leader in him stirs a quiet plan to subvert the status quo from within, testing the boundaries of loyalty, authority, and ambition.
To enact his scheme, he reaches out to Choi Sung-hoon, a prison acquaintance who becomes a crucial ally. Sung-hoon—now in his twenties and the son of a high school friend of Joon-seok who once worked as a bar hostess—has spent time behind bars for a harsh reason: he beat his mother’s abusive husband and served a one-year sentence. In prison, Sung-hoon came to respect the magnetic charisma of Joon-seok, and he agrees to join the plan. Yet the alliance is fragile. As the truth about Sung-hoon’s background gradually comes to light, the bond between them strains under the weight of hidden pasts and shifting loyalties, threatening to fracture the very plan Joon-seok is so carefully weaving.
Strands of the story also pull from outside the immediate circle, with occasional glimpses of Joon-seok’s own father, Lee Chul-joo, a gangster who founded the organization back in 1963 in Busan. The presence of this patriarchal figure adds a historical gravity to the present-day maneuvers, suggesting that the past still casts long shadows over the present power struggles. The narrative is punctuated by a flashback to seventeen years earlier: a scene in a car after leaving Dong-soo behind, a painful moment that makes clear Joon-seok’s remorse for not being able to protect his childhood friend.
Across its threads, the film explores themes of power, memory, and the costs of leadership. It frames a world where former allies become potential threats, where ambition must contend with personal history, and where forgiveness might be possible only at the price of future loyalties. The tension between past loyalties and present ambitions drives the story forward, inviting viewers to consider how much one man is willing to sacrifice to secure a place at the top, and whether the foundations laid decades ago in Busan can still withstand the test of time and the unpredictability of those who now stand at the helm.
