Scott, Casper Van Dien, an ex-firefighter, teams up with Jane, Brandy Redd, Carla, Lisa Ciara, and Barbie, Leah Bateman, along with Jason to hang an anti-oil banner on a massive storage tank perched on a hill inside a Synco facility. Their plan is straightforward, but it takes a dangerous turn when they discover a bomb planted on the tank by the Central Intelligence Agency. The blast detonates, and the ensuing fire creates a deadly fire-twister that roars toward the town below, leaving widespread devastation in its wake and setting off a race against time.
Two CIA agents materialize and open fire on the group, forcing Scott and his companions to flee into the surrounding trees and brush. In the chaos, they stumble upon Anthony, Jeff Clarke, Synco’s chief engineer, who reveals a chilling secret: the company has been developing a new hydrogen fuel, MT-11, stored in the very tank that exploded. Anthony warns that the MT-11 fuel burns intensely and for a long period, and that the twister will only grow larger as it feeds on heat.
With this new information, the survivors steer their way toward the advancing firestorm, chasing it into the town in a desperate bid to outrun the inferno. The twisted path of destruction continues to destroy homes and threaten lives as the group navigates through danger. Scott performs a courageous rescue, pulling a woman from a tree after she’s hurled by the swirling flames; the grateful stranger lends them a car as they make a narrow escape just as the CIA agents close in again. Anthony speculates that the twister is drawn to heat, and Scott contacts a fellow firefighter to relay the alarming findings about the phenomenon.
The crisis becomes a public spectacle as Mr. Garber, Synco’s CEO, faces the press and attempts to deflect responsibility by blaming Scott and Carla for the disaster. A Synco employee provides a counterpoint on air, noting that MT-11 was moved only a few days earlier and that the tank wasn’t designed to safely contain it. The tension escalates when Garber phones V, Jon Mack, one of the CIA operatives, and instructs her to eliminate Scott.
The fire-twister barrels into Los Angeles, obliterating buildings and incinerating anyone in its path. Scott follows the rampaging phenomenon into the city, and what begins as a rescue mission twists into a high-stakes confrontation. In a bold act of sacrifice, Anthony rigs a car with fuel canisters and drives it toward the base of the twister, triggering a final explosion that becomes a pivotal distraction. Scott pieces together a daring plan: lure the fire-twister into an open area and unleash a massive blast using C4, while a fire engine filled with fuel acts as a makeshift flamethrower to generate the heat needed to attract the phenomenon.
A journalist-inching into Garber’s domain uncovers the chilling truth—Garber was the mastermind behind both the explosion and the ensuing fire-storm, and has profited handsomely from the catastrophe. As the firefighting team pushes forward, Scott drives the improvised flame-spewing vehicle straight toward the heart of the twister, with Carla and Barbie operating the flamethrowers to coax the beast into the Synco compound. The CIA agents hold their ground and exchange fire, but the escalating inferno proves stronger, sweeping the agents away. Garber attempts a last-ditch escape by helicopter, only to be sucked into the vortex. In the climactic moment, the blast rips through the scene and an axe is flung from the explosion, striking and killing Garber as the fire-twister is finally brought to a devastating end.
