In 1935, the numbers racket—illegal lottery tickets—has become a lucrative and feared staple of New York City life, with mobsters quietly pulling the strings behind the scenes. Into this gritty landscape steps a crusading, likeable journalist, Tim Higgins, Stuart Erwin, who has just published an exposé revealing graft in how major city contracts are awarded. His bold work catches the attention of powerful figures, and the accused threaten libel—an accusation that could force him to retract or face a costly lawsuit. The newsroom buzzes with tension as his editor orders a formal apology, putting Higgins at odds with the powerful interests he has just exposed.
