Timmy Choi, Louis Koo, flees an explosion at his drug manufacturing facility and smashes his car into a restaurant, a reckless escape that ends with his capture by Captain Zhang Lei, Honglei Sun. Facing the death penalty for his crimes, he agrees to spill information about his colleagues in exchange for a chance at life, and he introduces Captain Zhang Lei as “Uncle Bill” to become a supplier to Haha, Michelle Ye, who owns a port and can distribute drugs to other countries. Captain Zhang Lei masquerades as Haha to the real “Uncle Bill,” a deception that sets in motion a dangerous game of doubles, lies, and shifting loyalties.
Choi returns to his factory and encounters his two mute employee brothers, one of whom is portrayed by Yi Huang. He plants recording devices throughout the facility, aiming to ensnare everyone in a web of incriminating evidence. The plan is momentarily successful: they arrange the real Haha with the real Uncle Bill, but a botched attempt to capture the mute brothers fails, and the brothers vanish through a hidden tunnel. Captain Zhang Lei grows furious with Choi for withholding knowledge of the secret exit, a misstep that costs the lives of several officers and shakes the operation to its core.
Withás the net tightening, Choi pleads for a second chance, revealing that Uncle Bill is really a front for seven influential Hong Kong gangsters, a coterie he cannot betray because two of them are close relatives—his brother and his godfather. The next day, Captain Zhang Lei reappears, still in disguise as Haha, to meet with Uncle Bill and push the deal forward. They plan to distribute drugs using Haha’s port while Choi works to identify the seven gang bosses. The tension intensifies when the two sides reconvene at a nightclub; Captain Zhang Lei, still in character as Haha, insinuates that Uncle Bill might be a cop, slipping into a rage that feels almost real.
The seven gangsters finally confront the ruse in a tense parking garage confrontation, their identities revealed and their business relationship confirmed in a chilling moment of exposed trust. The following day, Choi leads the entourage toward the port, but instead drives them to a shocking spectacle: the entourage is halted in front of a primary school as parents and children arrive, a calculated act that exposes the fragility of the alliance and the danger that Choi has invited into public view.
Choi discards the wires and declares that he has betrayed the seven gangsters to the police, leaving them surrounded. As the law closes in, a furious shootout erupts, claiming the lives of most gangsters and several officers, while Choi makes a desperate escape on a school bus. The chase crescendos when the bus collides with the fleeing mute brothers, who believe Choi has turned them in. A renewed round of gunfire ensues; Captain Zhang Lei arrives, wounded, along with other injured officers to quell the chaos and to stop the mute brothers. The brothers are killed, but the officers pay a heavy price in the firefight.
In a final, brutal reversal, Choi—who had been handcuffed earlier by Zhang—uses the moment to shoot Zhang and the other officers, only for Zhang to manage to cuff himself to Choi’s leg before he dies. Choi is eventually captured by SWAT reinforcements, brought to a halt before he can vanish again. Desperate and resigned, he pleads for one more chance to live by offering more information on other gangsters, but the system denies him any mercy, delivering a lethal injection to end his life.
