In Hong Kong, Cheng Lai-sheung works two jobs with the quiet aim of buying an apartment that has a view of the iconic Victoria Harbour. The film unfolds in a deliberately non-linear way, weaving together present-day events with flashbacks from Lai-sheung’s past. As a child, her family is uprooted from their affordable, low-rent housing so developers can clear space for fancier flats, a memory that plants the seed of a lifelong vow to secure a home near the harbor. Years later, Lai-sheung’s quest becomes urgent when her father is diagnosed with mesothelioma. The dream of a new home becomes a lifeline, anchored to a specific address: Victoria Bay No. 1, a place she associates with duty and a personal pledge to spare her grandfather the endless daily walks to the harbor. Financial obstacles mount quickly. The bank approves only a 70% mortgage, and the monthly payments would exceed $15,000. A devastating misstep—an oversight in declaring her father’s medical history—causes her insurance to lapse, forcing her to juggle a second job while she fights to keep the dream afloat.

With a down payment finally within reach, her father’s medical bills balloon, and Lai-sheung turns to a married lover for a loan to cover the shortfall, only to be refused. One night, when her father struggles to breathe, she makes a harrowing choice: she does not provide him with the oxygen that could have saved him, and he dies. The insurance payout then swells her savings enough to push her toward the dream flat. Yet just as she stands at the threshold, a stock-market surge persuades the owners to raise the price, sending Lai-sheung into a grim frenzy.

Consumed by fear and anger, she attacks the flats and the people there using ordinary household items as improvised weapons, a brutal spree that culminates in a tense standoff with the police. In the ensuing chaos, both officers are killed, marking a devastating turning point. When Lai-sheung returns to her day job, a call from her agent delivers a new twist: the very owners she sought to confront are now willing to sell after all. She even hints that a lower price might be possible, arguing that the building had endured eleven murders the previous night—an alarming context to influence the deal.

The personal also overtakes the professional as her relationship with her lover dissolves: he arrives to take her away, but she turns away, choosing to walk on alone. The film closes with Lai-sheung gazing out over the harbor as news broadcasts begin to connect her city’s fate to a widening global financial tremor, with America’s worsening subprime mortgage crisis reverberating around the world.
