Jang Myeong-jun, the North Korean terrorist mastermind, is seized in New York City and slated for transfer to Pyongyang, but a brutal ambush by North Korean gangsters scatters the operation and he slips away. With a fake passport and a billion dollars in hand, his escape is aided by his partner, a former agent and scientist known as Kim Chul-soo. The audacious theft sets off a high-stakes chase that crosses continents and tests loyalties.

The North Korean government wastes no time and sends Im Chul-ryung back to Seoul to hunt down Myeong-jun and recover the money. He quickly reconnects with Kang Jin-tae as they begin the painstaking work of tracking their elusive quarry. Their pursuit is interrupted by an American hurdle: Jack, an FBI agent intent on bringing the North Korean criminals to account for the killing of federal officers. Rather than clashing, the Koreans and Americans decide to join forces, expanding the mission into a trilateral operation that blends both sides’ resources and methods.

At a hotel, a tense confession strands the investigation: Im Chul-ryung reveals that Myeong-jun was his senior in the North, while Jack recounts a cryptic tip from Adolf Bohrmann about a crime boss named Michael Joe who has betrayed Myeong-jun in a money-laundering scheme. The trio resolves to shadow Sergey, the man who supplies counterfeit passports and burner cells, and they trail Sergey’s girlfriend Natasha, a Russian model, through a web of contacts and lies. That night, Kang Jin-tae infiltrates Natasha’s residence to plant a bug but is met with violence; he survives and brings Sergey into custody for interrogation.

With Sergey in custody, the location of the faked cell phones pinpoints Joe’s club. The trio, joined by ** Park Min-young** (the sister-in-law of Jin-tae), infiltrate the club to close in on the network. In the penthouse, Myeong-jun confronts Joe, demanding the money be returned. When Joe refuses, Myeong-jun eliminates him and Kim Cheol-soo, who collaborates with the FBI, tightening Myeong-jun’s grip on the operation. Cheol-ryeong then leads the arrest of Myeong-jun in a decisive showdown at the penthouse.

A later trip to the North Korean delegation’s residence uncovers a deeper conspiracy: Bohrmann, a German scientist, is implicated in murderous gas-leak experiments, and Jack learns that his own boss may be entangled with Myeong-jun. An assassin targets Jack, but he survives and discovers that Jin-tae’s family is being held as leverage. The pressure mounts as Jin-tae is forced to shepherd one of Myeong-jun’s henchmen into the residence to disseminate a virus via the radio tower. Myeong-jun breaks free and executes his estranged superior, Kim Jung-taek, who is revealed to be Bohrmann in disguise. The revelation confirms Bohrmann’s role in orchestrating the theft and the death of Myeong-jun’s family.

Jack arrives at Jin-tae’s home, fending off attackers and saving the family. Cheol-ryeong and Jin-tae then race to defuse the virus and bring Myeong-jun’s scheme to a close, eliminating the key threat once and for all. In the aftermath, the stolen money is turned over to UNICEF, signaling a humanity-saving turn to an otherwise ruthless pursuit. Before returning to North Korea, Cheol-ryeong quietly proposes to Min-young, sealing a personal vow amid the high-stakes international crisis.
