Outlaw Johnny Finger, better known as The Rumpo Kid Sid James, rides into the frontier town of Stodge City and immediately guns down three strangers, orders alcohol at the saloon—horrifying Kenneth Williams as Judge Burke, the teetotal Mayor of Stodge City—and kills the town’s sheriff, Jon Pertwee as Sheriff Albert Earp. The Rumpo Kid then takes over the saloon, courting its former owner, Belle Armitage Joan Sims, and turns the town into a base for thieves and cattle-rustlers.

Meanwhile, in Washington DC, English “sanitation engineer first class” Marshal P. Knutt Jim Dale arrives in America hoping to revolutionize the sewerage system. He mistakenly wanders into the Commissioner’s office, thinking it is the Public Works Department, and is mistaken for a US Peace Marshal, promptly being sent out to Stodge City.

The Rumpo Kid learns of the new Marshal and launches a variety of schemes to kill him or get him out of the way, including dispatching a group of Indians led by Chief Big Heap Charles Hawtrey and setting him up for cattle rustling to hang the Marshal.

Knutt is saved by the timely intervention of Annie Oakley Angela Douglas, who has come to Stodge to avenge Earp’s death and has taken a liking to Knutt. With her help, Knutt eventually drives Rumpo out of town. Yet when Rumpo discovers that Knutt is not a Peace Marshal but a sanitary engineer, he vows revenge and returns to Stodge City for a high-noon showdown.

The battle unfolds beneath the town in drainage tunnels, where Knutt uses the maze of passages to outmaneuver Rumpo’s gang, popping up through manholes to pick off attackers one by one. Although Knutt foils the gang, he neither kills nor captures Rumpo; the rogue escapes the town with Belle’s aid, leaving the door open for future trouble, even as the town begins to feel some respite from the chaos that once ruled Stodge City.
