Raja Mishra, a small-time crook, stumbles into a rushed wedding while fleeing a cluster of goons. The bride’s cousin is Rudra Tripathi, and the pair quickly form a wary friendship as Raja reveals he is an uninvited guest. In a bid to charm a mujra dancer, Raja overhears a dangerous plot: Lallan, acting on orders from AkhandVeer, plans to slaughter everyone at the ceremony to seize Rudra’s uncle’s land for poppy farming. He warns the wedding party just in time, and he and Rudra band together to fend off Lallan’s gang, though Lallan escapes and Rudra’s uncle is wounded in the arm.
Tensions escalate as Lallan and Akhandveer move to eradicate both Raja and Rudra. The two are assaulted separately but manage to slip away, realizing they are the targets of a broader scheme. Rudra’s uncle Parshuram sees a possible alliance that could offer protection to political figures, and he asks the duo to join his gang; they refuse, and Parshuram counsels them to seek safety in jail. In a power play, Lallan aligns with Akhandveer, drawing Parshuram out of his home with a false peace treaty and killing him with a dirty bomb.
Raja and Rudra, both with unstable incomes—Raja seeking work and Rudra delivering packages—find themselves suddenly vulnerable with Parshuram out of the way. In jail, they meet Shirivastav Ji, a political adviser who knows Uttar Pradesh politics intimately. He helps them leave jail and pursue vengeance against Lallan for Parshuram’s death, then suggests they ally with Ram Babu Shukla to strike back at Akhandveer.
Ram Babu Shukla emerges as the principal local political force, aiming to dismantle minister Nathu Ram. His trusted assassin, Sumer, is constantly on the run from the police and pretends to be insane to avoid capture. The two men begin working for Ram Babu, staging a bold raid to take down a long-standing rival of the opposition leader. Ram Babu grants them protection against Akhandveer, a move that ruffles Sumer’s feathers. As Raja and Rudra rise within the UP political arena, Sumer watches from the sidelines, plotting.
During a high-stakes meeting organized by Bajaj, a powerful businessman, Ram Babu asks Raja and Rudra to maintain discretion, but Raja oversteps—introducing himself to the attendees. Bajaj is insulted, and the men end up kidnapping Bajaj and Mitali, who came to the city under the pretense of a film audition. They release Bajaj after a ransom of Rs 5 crores, and Mitali begs to be allowed to stay with them since she knows no one in the city. A bond forms between Raja and Mitali, and she becomes central to his personal life.
Tragedy strikes when Bajaj arrives with Sumer, who has aligned with Bajaj, and Rudra is killed. Raja longs for Bajaj’s death, but Ram Babu counsels patience and political timing. Raja ultimately kills Bajaj publicly, but the act turns the political tide against him—even as he retains broad support from Brahmin and Muslim communities.
A Chambal-based officer, Inspector Arun Singh Munna, arrives to capture the rising menace. To preserve peace, Ram Babu devises a plan to end Sumer, Raja, and Arun with a coordinated fake encounter. Raja relocates to Kolkata with Mitali, where their romance deepens. When they return, Raja confronts Sumer and kills him in front of Arun, sparing Arun’s life in the ensuing melee.
A mole within Raja’s gang, ordered by Shukla, plots to kill Raja and orchestrates a plan for Arun to kill Raja in a staged encounter, followed by the mole killing Arun to appease the youth backing Raja. Raja uncovers the ruse and reveals it to Arun. The two of them strike back, killing the mole and faking Raja’s death. In the end, Raja leaves with Mitali for a new life, and Arun is shown leaving with them as well, suggesting a fresh start beyond the political maelstrom.
