Forest Whitaker as Anthony Franklin, a veteran bomb squad technician in Boston, faces a chilling mission when Tommy Lee Jones as Ryan Gaerity escapes from a castle prison in Northern Ireland, turning a toilet into a bomb that kills a guard and his cellmate and setting off a deadly chase that spans continents and loyalties.
One year and change later, Jeff Bridges portrays Lieutenant Jimmy Dove, a long-serving member of the city’s bomb squad who is nearing retirement and training a new generation. Beneath the calm exterior, Dove hides a painful truth: his real name is Liam McGivney, a former associate of Gaerity in a Northern Ireland terrorist cell. He once counted Gaerity among his friends, but when Gaerity tried to detonate a device that would have wiped out civilians, Dove intervened, an act that cost his friend his freedom and his sister—Dove’s former ally—her life. Shaped by guilt and a desire for atonement, Dove relocates to Boston and dedicates himself to preventing bombs from killing innocents, a vow his aging Uncle Max O’Bannon, played by Lloyd Bridges, silently supports.
Gaerity’s plan brings him into Dove’s orbit once again. He takes a night job as a janitor at the police station to study Dove and the squad up close, launching a ruthless campaign to strike at its heart. The first strike targets Blanket, a member of the bomb squad who is killed by a hidden bomb under a bridge. Ruben Santiago-Hudson brings Blanket to life in this brutal setup, while Kate Dove, Dove’s fiancée, Suzy Amis becomes a target and a symbol of the life Dove wants to protect.
As Gaerity escalates, Rita and Cortez—Caitlin Clarke and Christofer de Oni, respectively—are killed by an explosive concealed within a bomb-disposal robot at a site that is supposed to be safe. The bombings continue to demonstrate Gaerity’s ruthless calculus, pushing Dove to reveal more of his concealed past to those around him. When Kate and Dove’s stepdaughter Elizabeth, affectionately known as Lizzie and played by Stephi Lineburg, are placed in jeopardy, Dove is forced to confront his history head-on and to shelter the two women at Max’s seaside cottage, away from Gaerity’s reach.
Max O’Bannon’s stubborn courage becomes a key turning point. He tries to draw Gaerity out in an Irish bar, hoping to defuse the threat, but Gaerity captures Max and binds him into a crude explosive device. Dove races against time to retrieve his tools, and Max, recognizing that Gaerity’s bomb is meant to destroy both of them, triggers the device and sacrifices himself. From the wreckage of the bomb’s debris, Dove finds a roulette ball that points to an abandoned ship—the next stage of Gaerity’s plan.
On the ship, Gaerity reveals a chilling countdown: a car bomb slated for Kate, plus a sprawling Rube Goldberg-like mechanism that will trigger a cascade of explosives to annihilate the vessel. Dove tracks Gaerity through a brutal hand-to-hand sequence across the ship and, in a desperate move, handcuffs himself to Gaerity, determined to die if necessary to stop him and to keep his past from dragging others to ruin. It is only through a timely intervention by the resourceful Franklin that Dove is saved, and the two of them escape before the ship erupts in a cataclysmic explosion that ends Gaerity’s rampage.
The chase back to the city culminates in a crowd-filled Fourth of July celebration, where Kate plays the violin to steady her nerves as the danger closes in. They arrive too late to stop the car bomb, but Dove dives into the vehicle and defuses the looming catastrophe just in time. In the aftermath, Franklin reveals that he knows Dove’s true identity but is willing to keep it secret if he can take credit for bringing Gaerity down; Dove agrees, handing Franklin his beeper as a sign of trust. The trio—Kate, Lizzie, and Dove—begins a fragile new chapter, secure in the knowledge that the past has been laid to rest, or at least kept at bay, and that a renewed sense of purpose can guide them forward.
