Insp. Arjun Singh (Amitabh Bachchan) and Pyare Mohan Bhargava (Govinda) share a friendly bond. Arjun, who is unmarried, has a sister named Seema (Raveena Tandon) who is dating Pyare. Behind the gleaming hotel facade, Zorawar Siddiqui (Paresh Rawal), a smuggler, hides the truth behind his cover as a sculptor. He disposes of Madhu (Divya Dutta), an eyewitness spying on him. Madhu’s friend Neha (Ramya Krishnan) witnesses the murder and calls the police. Arjun arrives at the scene and escorts Neha to Pyare’s house for safety.
Bade Miyan (Amitabh Bachchan) and Chote Miyan (Govinda) are petty thieves who mirror Arjun and Pyare’s looks. They arrive in town, and a growing tangle of confusion unfolds as every crime they commit is blamed on Arjun and Pyare. Commissioner Shyamlal (Anupam Kher) is beaten by Bade and Chote, heightening the chaos. Seema and Neha also mistake Bade and Chote for the real officers, widening the mix‑ups. When Zorawar captures Seema, Arjun and Pyare get into trouble and are arrested, but Bade and Chote step forward, reveal their ruse, and vow to rescue Seema.
They descend on Zorawar’s hideout, stalling the criminals while Arjun and Pyare arrive with the police to round up everyone inside. Bade and Chote depart with apologies to Seema for the earlier confusion. Zorawar’s henchmen hijack the police van transporting him and his crew to prison. Bade and Chote intervene, tempting fate with a lift request that leads to a decisive turn of events. Chote recognizes the truth and helps arrest Zorawar and his men. As a consequence, Arjun and Pyare are criticized for the mistaken van incident, while Bade and Chote are rewarded with positions in the police, and the two original inspectors are reassigned to traffic duties.
