Baadshah—Rama Rao in disguise, played by N.T. Rama Rao Jr.—is the shadowy force that unsettles the murky balance of power in Southeast Asia. The powerful Sadhu Bhai has carved out an empire that leaves little room for rivals, and his grip stretches across organized crime, including the casinos Dhanraj runs in Macau to line the syndicate’s pockets. When Dhanraj tries to move casino funds through Hong Kong, the scheme is intercepted by Ruthless Johnny, the son of drug lord Violent Victor. Johnny’s men surge forward, aided by crooked police, but Rama Rao steps in to disrupt their plan and swiftly brings Johnny’s counterattack to a halt.
The plot thickens as Sadhu assigns Baadshah a new objective: rescue his henchman Antony, who has been kidnapped. In reality, Baadshah itself engineered the kidnapping to leverage control over Macau. With this leverage, he launches a bold raid on Johnny’s base, freeing trafficked children and striking a decisive blow against Johnny. Antony is returned to Sadhu, and the apparent salvation serves as a ruse that paves the way for Baadshah’s deeper ambitions. In response, Victor surrenders Hong Kong to Sadhu and vows revenge, setting the stage for a looming confrontation. When Sadhu uncovers Baadshah’s true identity, the conflict intensifies, and he hatches plans to wipe him out.
Baadshah’s broader mission is to dismantle Sadhu’s sprawling empire, a challenge entrusted to him by IG Ramachandra in exchange for clearing Dhanraj’s criminal charges. Ganesh, Rama Rao’s uncle, supports the operation but is tragically killed by Sadhu’s mercenaries while protecting Dhanraj. Baadshah seeks vengeance, striking at Victor and his associates to strike a powerful counterblow against the syndicate. Meanwhile, Sadhu eyes a risky smuggling scheme, attempting to bring RDX explosives into India, which triggers a response from law enforcement. IG Ramachandra dispatches DIG Balram and ACP Aadi to head off the shipment in Hong Kong; a shocking betrayal follows when Aadi murders Balram and frames Baadshah, pushing the case toward a dangerous precipice while enabling the successful transfer of the RDX to India.
In a separate thread, Rama Rao travels to Milan and encounters Janaki, a compassionate social worker. He adopts a desperate, suicidal persona to draw her close, aided by Dasu, alazy poet whose help proves unexpectedly useful, and through intermittent meetings with a failing filmmaker named Nageswara Rao. Gradually, Rama Rao earns Janaki’s trust and affection. Back in the shadows, Sadhu’s enforcer Robert intensifies his efforts to locate Baadshah, interrogating allies and eliminating one of them in the process.
A memory surface reveals a crucial truth: Rama Rao’s brother Siddhu was killed in a bomb blast orchestrated by Sadhu. Denied entry into the IPS due to his father’s criminal ties, Rama Rao is recruited by Ramachandra to go undercover as Baadshah, with a formidable objective to topple Sadhu’s empire from within. The Sangeet scene exposes Aadi’s plan to reveal Baadshah, but the scheme falters. Aadi and Sadhu kidnap Ramachandra and Padmanabha, only to be intercepted at the airport. Ramachandra publicly declares Baadshah as the new ACP, and Rama Rao delivers the final, decisive blows: he kills Sadhu and Robert, arrests Aadi, and avenges Siddhu’s death. In the end, Rama Rao earns the hand of Janaki, winning the respect and acceptance of her family and stepping into a future where his double life has finally found its rightful place.
