A grainy, unmarked VHS tape draws the viewer into a documentary. Two men start filming casually, but soon the camera records brutal torture as they bind a woman to a chair and subject her to violent abuse. The footage hints at the killers’ histories and forces the audience to confront moral collapse, a stark portrait of serial violence.

Peter Mountain, a psychopathic serial killer, lures his camera-wielding accomplice, Allen Peters, into his basement, where he is holding Laura captive. Together they torture and humiliate Laura at their leisure. They soon pick up a female hitchhiker, Alexa Iris, whom Peter rapes and then beats and leaves for dead on the side of the road. After the duo are kicked out of a concert for rowdy behavior, Peter and his accomplice return to the house to find that Laura has died.
Peter murders an Old Woman in her home, then terrorizes a convenience store with his accomplice. They abandon their plans to kidnap a clerk or a shopper when they hear police sirens approaching. The two then tour Roadside America and visit a tattoo parlor. At the tattoo parlor, Aaron LaBonte appears as the Younger Twin / Tattoo artist, and when the artist finishes giving Peter a tattoo, he and his Older Twin are captured by Peter and the cameraman. They cut a leg off the tattoo artist, then bludgeon him and his brother to death.
The two hire prostitutes for a drug-fueled orgy. Erika Risovich appears as Erika (Blond Prostitute) and Randi Stubbs as Black prostitute to participate. Peter sodomizes Erika while beating her with a hammer. The remaining prostitute tries to escape. In the ensuing chaos, the camera is dropped, cutting the action short.
