Parker, Rufus Sewell, a dirty cop, arrests the son of mob boss Joseph Corso Gabriel Byrne and uses the arrest as leverage to draw Corso into bringing in Riley Toby Stephens, a thief Parker wants to trap. Corso responds with pressure of his own, and Riley reluctantly agrees to pull off a burglary for Corso, unaware that Parker is manipulating both sides. Parker’s target proves to be more secure than expected, and Corso finds it difficult to procure the necessary access codes. When Riley balks at the idea of torturing a worker for the codes, Parker turns to a bolder move: he retrieves the codes from Scotland Yard’s security system, bending the line between police procedure and criminal maneuver.

Dixon [Leo Gregory], Parker’s loyal protégé, grows increasingly uneasy about how far Parker’s scheme stretches. He takes his misgivings to Sands [Terence Maynard], Parker’s long-time partner, who warns that pushing too hard could derail Dixon’s career. The tension tightens as the burglary unfolds: Riley and Cutter, Cutter being Corso’s lieutenant, stumble upon far more money than they expected. Cutter [Julian Sands] brushes off Riley’s rising doubts, insisting that luck has favored their plan. The discovery triggers a cascade of danger: Cutter makes a late attempt on Riley’s life and tries to flee with the loot, sparking a high-speed pursuit through London that ends with Cutter’s death when his car crashes. Riley manages to escape with the money.

Meanwhile, Dixon’s skepticism sharpens, and he persuades Sands to abandon Parker’s shady path and go straight. Sands confronts Parker, who remains unwilling to abandon his schemes. In a brutal turn, Parker kills Sands and attempts to frame Corso for the murder, tearing at the already frayed loyalties among their network. Parker’s plan begins to fracture as Dixon survives an assassination attempt, forced to confront the depth of Parker’s ruthless ambition. Parker becomes increasingly desperate to raise money to pay off debts to powerful mobsters, driving him to steal from several of his own associates and plotting an escape from London once he recovers the money Riley has taken.

Riley arranges a setup to meet Corso, and Parker deploys his contacts to pinpoint the location. The quartet—Corso, Riley, Parker, and Dixon—converge on the meeting spot, and Parker kills Corso in a calculated move to seal his control over the operation and the loot. Dixon arrives just as Parker is about to murder Riley and seize the remaining funds, and he shoots Parker in a stark act of moral reprisal, allowing Riley to escape.

In the aftermath, Dixon meets with his superiors, who urge him to stay silent about what happened. Dixon offers a cool, skeptical assessment, noting that Parker’s actions resemble those of a mobster, and his superiors concede that they had been broadly aware of Parker’s excesses. To seal the silence, they offer Dixon a promotion, a move he accepts while recognizing that the ensuing scandal would have been catastrophic for the police force. The film closes on a note of quiet, unsettling closure, as the system preserves itself at a high cost to truth and accountability.
