Semyon Bobrov, played by Vladimir Menshov, returns to his rural hometown after completing his studies and a stint in Leningrad, quickly rising to the position of chief engineer at the local collective farm. After three years working at a factory, he nominates himself for the chairmanship and, once appointed, sets out to reshape the long-standing, quiet routines of village life. He aims to jolt the community into action by insisting on discipline and moving away from ritual formalities, steering everyone toward independent and productive work. The core dream he pursues is the construction of a large, modern livestock complex, a project that promises progress but comes with a hard budget reality.

With limited funds from the district, Bobrov faces a tough choice: he can fund either a much-needed road or the ambitious complex, but not both at once. He navigates this dilemma through tough negotiations and secures an important agreement with Kocharian, the director of a nearby chemical plant, to finance and build a seven-kilometer stretch of highway that would unlock the complex project. To keep the plans moving even when professional design bureaus are overloaded, he enlists senior students from an architectural institute, inspiring them to design not only the livestock facilities but also the housing and necessary infrastructure. This bold approach isn’t universally welcomed; several members of the farm board voice opposition, sensing the risk of upheaval to a community that has known him since childhood.
