Om Prakash Aggarwal, a Motor Vehicle Inspector (MVI) based in Bhopal, is a devoted admirer of film actor Vijay Kumar. The story follows a close tie between law and show business as Vijay gears up to leave for the United States with his wife Naina to be present at the birth of their baby, a move that stalls the production of his next film, “Falak Tak”, which has already run over budget. The climactic moment, a crucial shoot on an Indian Navy–leased piece of land, remains incomplete, and the team suddenly discovers a snag: Vijay’s driving licence is missing. The lapse threatens the entire wrap of the film, and pressure from the producer to finish on time intensifies the tension.

A clerical error during a move between RTO offices blocks Vijay from applying for a duplicate licence, and time is running out. In a bid to keep the project on track, a political ally arranges a discreet meeting with Om, hoping he can speed up the licence process. Om agrees to issue a licence illicitly without Vijay having to sit the usual driving test, but under one condition: Vijay must come to the RTO in person to provide proof in case of any inquiry. This delicate arrangement sets off a chain of events that pull in other players and lift the lid on how far people will go to protect their fame, power, and ambitions.

Meanwhile, Vijay’s professional rival, Suraj Diwan, is scheming to undercut him through occult means, adding a spiritual threat to the practical one. Even though Vijay worries that an in-person visit to the RTO could expose his scheme, he decides to take the chance, hoping that a less conspicuous appearance might minimize scrutiny. But a public storm is brewing. Vimla Tiwari, a local corporator, feeds misinformation to a TV reporter, claiming that Vijay has been driving without a licence. The false news travels quickly, igniting fury among fans and the media, and Vijay’s reputation takes a nosedive. In a moment of public fiasco, Vijay confronts Om, scolding him in front of Om’s son and colleagues, accusing him of leaking the story.
