Young lawyer Konrad von Seidlitz Kai Wiesinger is celebrating his engagement to Cornelia, Sylvia Leifheit, the daughter of justice minister Friedemann Volkerts. To give his career a publicity boost, he volunteers for a clever gambit: he refuses to pay parking fines for two years and insists on being sentenced to two weeks behind bars as a stunt to prove his dedication to the system he loves to study.
