Federico Torre

Federico Torres Muro was born on 22 July 1957 in La Felguera, a town in the province of Asturias, Spain. He entered the Spanish diplomatic corps, where he built a reputation for adept negotiation and strategic foresight. In 2008 he received his first high‑profile posting as Ambassador of Spain to Ecuador, a role he fulfilled until 31 March 2012, overseeing bilateral trade initiatives and cultural exchanges. After a period away from ambassadorial duties, he returned to the forefront of Spanish foreign policy on 24 June 2017 when he was appointed Ambassador to El Salvador. During his tenure, which lasted until February 2020, he guided Spain’s diplomatic response to regional security challenges and promoted economic cooperation. Following his service in Central America, Torres Muro took on the pivotal position of Director General of Strategy, Foresight and Coherence, where he helped shape long‑term policy frameworks for the Ministry of Foreign Affairs. In 2021 he was promoted to Director General of Foreign and Security Policy, a post he held until 11 October 2022, directing Spain’s strategic alignment with NATO and EU security structures. On that date, he assumed his current assignment as Permanent Representative of Spain to NATO, representing Spanish interests at the alliance’s highest political level. In this capacity, he participates in collective defense deliberations, contributes to NATO’s strategic concepts, and advocates for the integration of emerging security domains such as cyber and hybrid warfare. Throughout his career, Torres Muro has been noted for his diplomatic acumen, multilingual proficiency, and commitment to advancing Spain’s role on the global stage. His diplomatic trajectory reflects a blend of field experience and high‑level policy leadership, positioning him as a key figure in contemporary European security discourse.
