Ali Abdel Aal

Ali Abdel Aal Sayyed Ahmed, born on 29 November 1948 in the village of Nagaa El-Shaikh Ibrahim located in Daraw, Aswan Governorate, stands as one of Egypt's most prominent constitutional law experts and political figures of the modern era. Rising from humble beginnings in Upper Egypt, he pursued legal studies at Ain Shams University, graduating in 1972 before commencing his career as a deputy prosecutor in 1973, which marked the beginning of over four decades of public service. His academic trajectory advanced rapidly as he became a university lecturer in 1974, culminating in the attainment of a PhD in State from the prestigious University of Paris in 1984, establishing him as a formidable scholar in constitutional law. Between 1987 and 1991, he served as Egypt's cultural attaché in Paris, leveraging his academic background to strengthen cultural ties, before transitioning into influential advisory roles that would define his later career. From 1992 onwards, he worked as a constitutional advisor to the Egyptian Parliament, and subsequently spent nearly two decades from 1993 to 2011 advising the Royal Court of Kuwait on constitutional matters, while also contributing his expertise to the drafting of Ethiopia's Constitution in 1993. His international consultancy work cemented his reputation as a constitutional architect across multiple continents, bridging civil law traditions with Islamic governance frameworks. His domestic political influence peaked following the 2013 political transition when he played a pivotal role in drafting Egypt's 2014 Constitution and chaired the committee responsible for formulating three new electoral laws in 2015. Elected to the House of Representatives in 2015 representing the For the Love of Egypt list for his native Aswan Constituency, he secured a commanding victory on 10 January 2016 with 401 out of 585 votes to become the 11th Speaker of the House of Representatives, succeeding Saad El-Katatni and serving until 12 January 2021. His controversial five-year speakership included overseeing constitutional amendments and defending government policies, notably in October 2019 when he sparked international controversy by comparing President Sisi favorably to Adolf Hitler, arguing that infrastructure development justified harsh governance measures, statements he later claimed were taken out of context. After winning re-election in the 2020 parliamentary elections, he declined to seek another term as Speaker, yielding the position to Hanafi Ali Gibali, and subsequently faced criticism from fellow MPs in February 2021 who demanded his resignation or regular attendance, concluding a complex legacy that bridged academic rigor with the turbulent realities of post-revolutionary Egyptian politics.
