U.S. President Henry Ashton (William Hurt) travels to Salamanca, Spain, to attend a political summit aimed at promoting an international treaty. As the events unfold over a gripping span of 23 minutes, an attempt on the president’s life is relayed through eight distinct viewpoints, each offering new insights that ultimately piece together the chaotic narrative of the day’s tragic events.

From the outset, Rex Brooks (Sigourney Weaver), a producer at GNN, directs her team as they prepare for the presidential arrival. The atmosphere is charged as Mayor De Soto ([Jose Carlos Rodriguez]) delivers an introductory speech, only for the situation to take a deadly turn as the president is shot twice while greeting an enthusiastic crowd. Almost immediately, an explosion erupts outside the plaza, followed by a catastrophic second explosion that obliterates the podium, resulting in multiple casualties, including the shocking death of reporter Angie Jones (Zoe Saldana) amidst the rubble.

The second perspective shifts to Thomas Barnes (Dennis Quaid) and Kent Taylor (Matthew Fox), Secret Service agents tasked with protecting the president. Barnes is alerted by the sight of a fluttering curtain from a nearby building, believed to be empty. He also observes American tourist Howard Lewis (Forest Whitaker) capturing footage of the crowd. As the president is shot, Barnes tackles an individual named Enrique ([Eduardo Noriega]) rushing towards the podium, while Taylor chases after a suspect he believes to be the potential assassin. Following the chaotic explosions, Barnes demands access to GNN’s footage, leading to a startling revelation through their live feed that sends him racing out into the fray.

In a different light, the third perspective focuses on Enrique, who initially believes he can protect his girlfriend Veronica ([Ayelet Zurer]) after seeing her with another man. As the drama unfolds, he attempts to shield the mayor during the assassination attempt but is restrained by Barnes. In a twist of fate, he witnesses Veronica toss away the bag he gave her just before the second explosion occurs, and he manages to escape, leading to a confrontation at an overpass where he encounters an unknown individual.

The fourth viewpoint centers on Howard Lewis, who, during his encounter with a child named Anna ([Alicia Zapien]), captures crucial footage that documents the chaos. Following the explosive aftermath at the podium, Lewis finds himself in a perilous situation as he races to save Anna from an oncoming ambulance, caught in the heart of the unfolding calamity.

As the perspective shifts to the fifth angle, the storyline deepens. President Ashton, having been warned of a credible threat, retreats to his hotel with aides while a lookalike is sent to the plaza. The narrative reveals that the first explosion was executed by a disguised suicide bomber, triggering a series of violent events that lead to Ashton’s abduction by a masked assailant.

The final vantage point unveils the mastermind behind the chaos, Suarez ([Said Taghmaoui]), who uses a remote-controlled rifle to target the president’s double. Meanwhile, tensions escalate as Javier, the sharpshooter, fulfills his dark role while making shocking choices that lead to deadly encounters with both the president’s security and Enrique.
