In Mumbai, Raghu, Sidharth Malhotra, works as a ruthless goon loyal to Narayan Anna [Nassar], the powerful head of the water mafia who can bend the city’s supply to his will. Anna’s dependence on Raghu fuels tension with his son Vishnu [Ritesh Deshmukh], a three-foot-tall man with big ambitions who cranes to prove himself at any cost.
When Raghu falls for Zoya Tara Sutaria, a mute Kashmiri girl who teaches children music, Vishnu sees an opportunity to undermine Raghu and seize control of the empire. Zoya witnesses Gaitonde [Anant Jog]’s murder by Vishnu, and the younger man orders Raghu to kill her, unaware of the genuine bond between Raghu and Zoya.
The couple, along with the kids, tries to run, but Vishnu closes in and orders the massacre of all of them. He says Raghu and the children will be spared only if Raghu kills Zoya, as she is the sole eyewitness. Zoya urges Raghu to shoot her so he and the kids can stay safe. Raghu cannot brings himself to do it, so she, with his hand on the gun, pulls the trigger and dies in his arms.
The police arrest Raghu for Zoya’s murder, and the community lays her to rest. In prison, Raghu falls into deep despair. Vishnu, determined to erase Raghu, attempts to have him killed in jail and arranges Raghu’s release only to kill him later by bribing the system into providing a false pathway to freedom.
Yet Raghu returns a changed man, not the ruthless enforcer who once ruled the streets, and Narayan warns Vishnu to stop. When Vishnu kills Narayan, he sends hired goons after Raghu. Raghu and his friends fight back, slaughter the attackers, and vow revenge on Vishnu.
On Dussera, as Vishnu moves to burn Ravana’s idol, Raghu arrives and what follows is a brutal showdown. Vishnu shoots an arrow into Raghu’s heart, but Raghu defeats him in a fiery confrontation, and dies soon after, his final gaze returning to Zoya. The police arrive, and ACP Ravi Yadav [Ravi Kishan] declares that Raghu has returned to the life he shared with Zoya, surrounded by friends and family.
