The TARDIS lands on Terra Alpha, where the Seventh Doctor and Ace find that the ruling regime has outlawed sadness. The draconian law is enforced by the brightly uniformed Happiness Patrol, who zealously hunt any sign of melancholy. The planet is governed by Helen A, assisted by her companion Joseph C and the carnivorous pet Stigorax, known as Fifi.
