Andrew Leung Kwan‑yuen (born 24 February 1951) is a prominent Hong Kong politician and businessman who has played a pivotal role in the territory’s legislative and industrial sectors. Born into a family that owned the Sun Hing knitting company, he was educated at the University of Leeds where he earned a Bachelor of Science before returning to Hong Kong to expand the family textile enterprise, establishing the Sun Hing Knitting Factory in Kwai Chung in 1970 and later serving as its chairman. His deep roots in the manufacturing community led him to senior positions within the Hong Kong Woollen & Synthetic Knitting Manufacturers' Association, the Textile Council, and the Federation of Hong Kong Industries, where he acted as deputy chairman and chairman before stepping down in 2004 to enter elected politics. In the 2004 Legislative Council election he won the Industrial (First) functional constituency uncontestedly, representing the Liberal Party, and has been re‑elected ever since, becoming a key figure in the pro‑establishment camp. After leaving the Liberal Party in 2008 he co‑founded Economic Synergy and subsequently the Business and Professionals Alliance for Hong Kong, serving as its founding chairman from 2012 to 2016. His legislative experience culminated in his election as the President of the Legislative Council in October 6 2016, a role he has held through periods of intense political turbulence, including the oath‑taking controversy of 2016 and the 2020 disqualification of pro‑democracy lawmakers. Leung has been honoured with the Silver and Gold Bauhinia Stars, the MBE, and the Justice of the Peace title, reflecting his contributions to both industry and public service. On the personal side, he is married to Susana Cheong Suk‑hing, sister of the late legislator Stephen Cheong, and they have one son, Clarence Leung Wang‑ching, who has served as Under Secretary for Home and Youth Affairs. Throughout his career, Leung has consistently advocated for stability, business‑friendly policies, and the notion that “patriots” should guide Hong Kong’s governance.
